So Capcom's well-known ex-artist Akiman posted on his twitter the very first sketch of Chun-li, drawn at the beginning of the game's development. Why would we care about this, you wonder...?

One Japanese actually commented on the two girls' similar looks and asked, but Akiman doesn't seem like he's going to answer, unfortunately. IMO, I think it's pretty obvious the early influence, specially since this was apparently done around 1989 (before Final Fight), so Strider was still relatively recent. I wish he'd had included the text though, but ah well...

Oh! That definitely looks like Tong Pooh! This was before they changed her design and focused on her legs, like that one anecdote says.

There's this and that connection between the two franchises, especially those two characters. One of the Activity Reports character profiles in SFV even compares their names, right?

Yep. Akiman states it was from back when Street Fighter II began development, and writes in parenthesis something akin to "(pre-Final Fight)", so this was drawn around 1989 and is probably the very first design Chun-Li got ever.

Indeed, the one for Judgement Girl Toli. Her name's Japanese pronuntiation (Tonpuu) is compared to Toli (tonrii), Chun-li (Chunrii) and (jokingly) and Don't Pull (Donpuru, the puzzle game in Three Wonders).
